The technical management comprises preparation of the technical specification for the equipment review and analysis of bids, finalisation with the supplier of the technical contract. n On placement of the order, supplier follow-up including co-ordination of all technical documentation to meet the contract schedule from project hand over by the Tendering Team until take over by the Client/Service Department and/or O&M Organisation. n Supporting the project team in discussions/submissions to the client and relevant authorities and responsibility for the relevant as-built documentation. n The Product Engineer shall support the site construction and commissioning staff, in particular in the close-out punch lists to obtain PAC and FAC with the Customers, and ensures experience feed-back from the projects. n Further the Product Engineer Boilers shall support on request the Tender Department and the Plant Integration & Optimisation Department. Requirements: n The candidate shall have as a Minimum a degree in engineering n The candidate shall have at least 5 years experience in the field in power station engineering n The candidate shall have the competences to specify the system/components necessary for the Boiler systems n The candidate shall be a good team player and shall have some minimum managerial skills in order to be able to plan well, coordinate with projects team members, guide the sub supplier through the projects and take care of his/her functional interfaces clarification. n Open-minded, flexible, creative, intellectually alert. Job Location: n The position will be based in 2.电厂设计-项目工程经理-电厂业务Project Engineering Manager The PEM has overall technical leadership and enforces timely issuance of technical Documentation for the project. He is responsible for technical interpretation of the contract (support and clarification with Customer) and supports the Project Director in any technical matter of the Project. Responsibilities: n Support the Project Director in defining strategies for contract fulfillment (e.g. heat rate, output, noise émissions, etc…). n Finalizes selection of suppliers together with the Project Director, Procurement and Logistic PM and Engineering (This is taken over by the Project Manager of the Balance of Plant, if one is nominated by the Project Director). n Responsible to enforce the fulfillment of the technical contractual requirements, including the project requirements for documentation considering commitments to the Customer, site and the Partners. n Manage the Take-over of the Project Engineering from the offer-team. Manage the review and improvement of the accuracy and consistency of data. n Manage the Project Engineering team, that the design is according to the applicable rules, regulations codes and standards and according to good engineering practice, especially with regard to Environmental aspects and Health & Safety of Site Personal, Operators, Maintenance personnel and third parties. n Responsible for design freeze activity program and follow-up. n Control the design review program and follow-up. n Control the design change requests. n Responsible for technical risk assessment and corresponding risk reviews. n Responsible to optimize technical solutions, budgets and project schedule. n Assess, approve, and expedite technical aspects of change orders. n Responsible for the Plant Engineering budget including cost of subcontracted equipment and design services. n Compile and check the project engineering file (PEF) and provide input to the project management file (PMF). n Responsible to solve open technical issues between the Partners in the best interests of the project. n Provide support for technical issues linked to overall time schedule problems and define appropriate activities for a recovery plan. n Responsible for project technical coordination, follow-up of technical issues of MoM’s and agreements between the Partners, Participants and the Customer as well as technical Consultants, Authorities, etc… n Clarify and support site in all technical issues and coordinate with the respective Lead Engineers and Project Managers as nominated. n Support the project management (provide evidence) to get milestone payments achieved. n Ensure timely response on technical issues to the Customer or his Representative. Compile open issues and maintain comment list accordingly. n Release the submission of engineering documents to Customer. n Ensure proper rollout and application of EPC and Engineering Tools. n Ensure that the overall performance test procedures are in the line with the project strategy. n Provide technical support to the claim management. n Coordinate the project documentation for hand-over to Customer Service. n Report the project status according to the established requirements. n Additional tasks & responsibilities are also defined in the Plant Business process maps and related instructions. n To resolve technical disputes, deadlocks or implement improvements by directing relevant parties, subject to later dispute resolution process in accordance with the relevant directives. n Approval of engineering documentation according to the relevant directive. n Right to communicate directly with Customers, Partners and Participants on technical matters. n To obtain technical support from experts, specialists and special functions. n To access to all information relevant to the project. n Right to obtain on-time decisions from the Project Director. Requirements: n Master degree in an Engineering discipline. n At least 5 years professional experience in Project Engineering or Power Plant Engineering. n At least 5 years of experience in a management function or an Education and Experience assessed to be equivalent to the above. n Good knowledge in the faculties of GT, ST, Boilers and in I&C disciplines. n Detailed knowledge in the activity of water/steam cycle, BOP, arrangement, piping and valves, electrical, civil and construction engineering. n At least one month site experience. n Is able to communicate fluent in English (written and spoken). n Good knowledge of the processes in Engineering and its interfaces, particularly procurement processes and construction processes. n Good knowledge of Engineering and Project Management tools. n “Customer Focus” minded. n Able to motivate people, to encourage creativity and create team spirit; good coaching skills.
